New calling and messaging defaults are also now available to all users worldwide. Ta.”
Apple has made a series of changes to iOS based on feedback from the European Commission, many of which were specific to the European Union. For example, Apple still doesn’t allow alternative app stores in the US. Meanwhile, some of the other changes are trickling down to other regions, like this one.

That said, once the final release rolls out, all iPhones that support iOS 18 should have the ability to manage default calling and messaging apps.
iOS 18.2 is scheduled to be generally available in December.
