It’s unclear whether Apple has reached an agreement with the EU or if the company is moving forward for some other reason. Just as it is unclear to what extent EU regulations threaten Apple Intelligence in the first place. It’s also possible that the company released Apple Intelligence in Europe as it does in other parts of the world, and was simply suppressing European AI out of an abundance of caution. Although less generous, this withholding may have been intended as a way to put pressure on the region.
